The Empire of Mexico
The Empire of Mexico is a nation in the grip of an unremitting three-way civil war. At the nation’s core, in the Valley of Mexico (including the capital) is the court of Emperor Maximilian, whose throne is entirely propped up by French money and arms. (The French took over the country due to debts piled up by the previous regime, and are holding on to get the debts paid, preferably in ghost rock. Naturally, their support means the debts of the regime continue to pile up.) The Empire recognizes and is recognized by the UK, USA, and CSA as well, although the two American powers actually would prefer their respective rebel groups to succeed in overthrowing it. Support for the Imperial regime outside the Valley of Mexico is sporadic at best; a few prefer it thinking it the most stable possible outcome, but most Mexicans oppose it because of the foreign influence. The Imperial regime has a number of useful technological advances thanks to the combination of its ghost rock reserves and a few French new scientists.
Opposing the Imperial government are two rival leaders: Porfirio Diaz, who leads a significant military and paramilitary organization. Diaz advocates a nationalist autocracy, with Diaz himself at the top. Diaz receives a limited amount of sub rosa support from the CSA, although even his greatest supporters in that country do not wish to allow the Porfiristas access to the most powerful weapons and technology.
The USA, however, gives sub rosa support to the movement led by Benito Juarez, a movement which emphasizes democracy and the rights of the native population. Some members of the Apache nation (which straddles the border between the CSA and Mexico) support the Juarista movement. Unfortunately for the Juaristas, however, there is no longer any direct land border between the USA and Mexico, so any aid sent to them must either go by sea or be smuggled across Confederate territory.
